Lembaga Penjamin Simpanan (LPS) or Indonesia Deposit Insurance Corporation History

The Banking Industry is an essential component that is needed to ensure national economic stability. As a result, the conditions and state of the banking industry considerably affects or impacts national economic stability.

This is especially true in the case of  the monetary and banking crisis that struck Indonesia in 1998.  This multi-dimensional crisis resulted  in the sharp devaluation of the Rupiah, the liquidation of 16 banks and subsequent decline in public confidence for the country’s banking system.

In its bid to address and effectively survive the crisis, Indonesia’s Government established a series of policies that included efforts to provide protection to any bank’s payment responsibilities, including public deposit (known as the blanket guarantee scheme). The scheme was endorsed by virtue of The Republic of Indonesia’s Presidential Decree Number 26 of 1998 regarding Guarantee on Lialibilities of Commercial Banks and the Republic of Indonesia’s Presidential Decree Number 193,of 1998 concerning Guarantee on Rural Banks Payment Responsibility.

Law Number 10 of 1998 on banking mandated that the LPS (or IDIC as it is known in its English abbreviation) should be established to protect depositor’s funds.

Eventually, on 22 September 2004, the President of Republic of Indonesia enacted the Republic of Indonesia Law Number 24 concerning IDIC. With regards to the law, IDIC is established as an independent institution that functions to insure depositor’s funds and actively participates in maintaining  stability in the banking system in accordance with its authorized mandate.

The Law  effectively took effect on 22 September 2005 and IDIC officially began its operations as of that date.



Establishment, Status, and Designated Positions of IDIC   
  1. IDIC was established by the Government of Indonesia by virtue of the Republic of Indonesia Law Number 24 of 2004 concerning the Indonesia Deposit Insurance Corporation.
  2. IDIC is a legal entity in accordance with the IDIC Act.
  3. In the course of implementing its duties and authority, IDIC functions as an independent, transparent, and accountable institution.
  4. IDIC is responsible to the President.
  5. IDIC is domiciled in the Capital of the Republic of Indonesia and may choose to open representative offices within the territory of the Republic of Indonesia.
Functions of IDIC    
  • To insure depositor’s fund.
  • To actively participate in promoting stability for the country’s financial system in accordance with its authorized mandate.
Duties of IDIC    
  • To formulate and determine implementation of policies on deposit insurance.
  • To implement the deposit insurance program.
  • To formulate and issue policies so as to actively participate in ensuring the financial system’s stability.
  • To formulate, determine, and implement the resolution policy for Failing Banks that do not pose as a systemic threat.
  • To perform the handling of Failing Bank that pose as systemic threats.
Authorities of IDIC    
  • To determine and collect insurance premiums.
  • To determine and collect initial contributions from banks’ upon becoming members of IDIC.
  • To manage IDIC’s assets and liabilities.
  • To obtain data on customers’ deposits, the bank’s soundness report, bank’s financial statement, and report on examination of the bank provided that it does not violate the bank’s secrecy.
  • To perform data reconciliation, verification, and/or confirmation on data as stipulated in point 4.
  • To determine the terms and conditions, procedures, and requirements on claim payments.
  • To appoint, delegate, and/or assign other parties to act in the interest and/or on behalf of the IDIC, in order to perform specific tasks.
  • To carry out public awareness programs on deposit insurance to the banks and the general public..
  • To implement administrative sanctions.

Junior Officer – Keuangan Internal (Jakarta)
Responsibilities: 
Carry out operational activities in the context of overall management of financial transactions with the internal LPS

Planning and Control

  • Prepare data and information needed to make policy and the Annual Work Plan and Budget Division of Treasury
  • Assist in controlling the implementation and use of the Annual Work Plan and Budget Division of Treasury
  • Help you draft Work Plan report on the realization and use of the Treasury Division budget periodically. Provide input and recommendations with respect to the banking
Financial Management
  • Carry out the operations of finance, especially internal financial LPS, among others:
  • Prepare materials for the preparation of the concept formulation of policies and procedures
  • Prepare materials for the preparation of the concept of improved policies and procedures
  • Prepare materials for the preparation of concept plan and budget revenue / cost
  • Help prepare payment documents
  • Prepare materials for the administration of LPS internal revenue, which includes, among others, receipt of refund advances, current accounts and DOC
  • Prepare materials for the preparation of the concept of implementation reports
Requirements:
  • Age max 27 years
  • Minimal S1 Economics / Accounting
  • Graduates of Public Universities, Private Colleges and the already accredited to the State Universities should be recognized by the Ministry of Education
  • Minimum GPA 3.00 (scale 4.0)
  • Minimum 2 years work experience in finance in the financial industry / banking or insurance
  • Have knowledge and / or experience in the field of taxation
  • Fluent in English (spoken and written)

Junior Officer – Analisis Sistem Perbankan dan Dampak Sistemik (Jakarta)
Responsibilities:
 
Conducted an analysis of the banking industry, as well as monitor trends and potential risks facing the banking industry

Data Collection and Information

  • Collecting data, and reports on the banking industry
  • Establish communication with the provider of data and information required in the analysis
Statistical Analysis of Banking Industry
  • Monitor trends and potential risks facing the banking industry
  • Perform a statistical analysis of the banking industry
  • Help make risk analysis and the condition of the banking industry (including peer group analysis)

Sectoral Risk Analysis

Junior Officer – Verifikasi dan Statistik (Jakarta)
Responsibilities:
 
Help prepare statistical database management insurance underwriting and well and performing statistical analysis of insurance data to be used by others in need.

Position of Savings 

Random sampling to verify the position of bank deposits and the details are available in the database.
 
Verification of Payment Proof

 
To verify a random sampling for proof of deposit payment of premiums, contributions, and fines that have been made by member banks.

Assurance Database
 

Managing Guarantee database, which include data reports, premiums, contributions, penalties, and membership data.
 
Statistics Guarantee
 
Have a responsibility in making underwriting statistics relating to data on bank deposits, deposits are guaranteed, and others.
 
Statistical Data Analysis Assurance

Performing statistical analysis of data guarantee, such as trend analysis of both bank deposits and bank individual bank as a whole, including the preparation of the report in collaboration with the staff to do the premium projections, especially in the context of preparing a work plan and budget of LPS.

Junior Officer – Penanganan Keberatan (Jakarta)
Responsibilities:
 
Serve to answer questions and objections raised related to its customers on the reconciliation and verification in accordance with applicable regulations

Handling of Complaints

  • Serving both pertanyaandari outsiders come in person, by phone or e-mail about a client’s objection reconciliation and verification of results in accordance with applicable regulations
  • Make a report on inquiries and complaints and objections to the relevant parties to deliver actionable
Follow-Up Handling Objections

  • Collect and process data / information / supporting documents for the purposes of validation and analysis of the appeal filed by customers for the reconciliation and verification
Requirements:
  • Age max 27 years
  • Minimal S1 Preferred Economics / Accounting / Finance / Information Systems
  • Graduates of Public Universities, Private Colleges and the already accredited to the State Universities should be recognized by the Ministry of Education
  • Minimum GPA 3.00 (scale 4.0)
  • Minimum 2 years work experience in the banking industry / financial institution or work experience in bank audit / investigative audit

Officer – Dukungan Infrastruktur dan Pengendalian Mutu (Jakarta)
Responsibilities:
 
Carry out the planning, development and management of infrastructure support and quality control support and disaster recovery (disaster recovery procedure) that are reliable, precise, and safe to support the ministry of information technology operations.

Infrastructure Development and Management Support

  • Develop and propose the development of a data center (data center) as a center of production (production center), including capacity planning (capacity planning) center data sources (data center resource) as well as data backup and restore strategy is reliable, safe and integrated to support operational and business applications implementation

Development of Quality Control and Management Support
  • Carry out the development and management of quality control (quality assurance), and implementation
  • Carry out testing of applications, software and hardware before it is applied / carried out, including testing (user acceptance test)
  • Carry out the assessment procedure of quality control (quality assurance evaluation procedure) for information technology related services and prepared a report on the assessment results
  • Run the procedure (executing test procedure) to ensure conformance to specifications of software, hardware and applications before the application for use by the user (users), including integrity testing (integration test) and user acceptance (user acceptancetest approval)
  • Develop and propose technical specifications in the procurement of quality control related devices.
Requirements:
  • Age max 35 years
  • Minimal S1 Computer Science / Information Technology
  • Graduates of Public Universities, Private Colleges and the already accredited to the State Universities should be recognized by the Ministry of Education
  • Minimum GPA 3.00 (scale 4.0)
  • Minimum 6 years experience in information technology with a minimum of 4 years of experience managing information technology infrastructure (IT infrastructure) are quite complex and at least 4 years and the experience of implementing quality control (quality assurance)
  • Preferred experience with IBM Blade Server, IBM TS3100, IBM DS 3400, and Cisco Appliance, APC CARC and EMS
  • Preferred experience preparing SOP, especially infrastructure
  • Fluent in English (spoken and written)
